Overview

Good Shepherd Services is seeking a results driven, energetic, and compassionate team player who will exercise bold leadership as the overall Director and Social Services Supervisor. In the context of youth-centered, family-focused practice to promote safety, permanency and well-being, the Director will manage a multi-disciplinary team to oversee group life and direct and manage efficient case management and clinical services in an 8 bed, 24/7 Hard-to-Place Plus adolescent male Group Residence.

The Director will continuously monitor and assess program strengths and opportunities and have a strong working collaboration across all departments within the program, support departments, and external entities such as ACS and OCFS. He/She will develop and apply strategies and bring innovation to assure program performance measures are met, elevating best practices in the program and utilize clinically sound, trauma-informed, evidence-supported/based therapeutic modalities. The Director will ensure services and documentation are being fulfilled and consistent with Good Shepherd Services' philosophy and within city and state mandates. He/She is responsible for the overall good functioning of the program including residential life, social work, psychiatry/psychology, recreational, case planning, educational, and mentoring services. The Director will lead his/her team to be responsive to the needs of the youth, family and program and collaboratively supervise the Site Director to fulfill the goals and objectives of the program and to implement the agency's strategic directions and mission.

Program Director Reports to: Division Director, Residential Juvenile Justice and Child Welfare programs

Program Director Location: 2190 University Avenue, Bronx, NY 10453

Program Director Hours: 35 Hours/Week; Exempt

Program Director Major Duties:

* Integrate high-quality residential life and social service practice, utilizing trauma-informed evidence-based and evidence-informed models and ensure on-going development, fidelity and adherence to these best practices throughout the Group Residence to maintain a therapeutic milieu.
* Lead an inter-disciplinary team to formulate case conceptualization, planning and recommendations and assure clinical, case practice, educational and mentoring needs of the residents are being met as part of the therapeutic milieu.
* Ensure all City and State Social Services mandates and regulations are communicated to and followed up by all team members in each department.
* Work closely with ACS Children's Center/Office of Placement to review and approve referrals and intake; coordinate intake efforts within the program 24/7, structuring and supporting an on-call schedule.
* Respond to significant incidents and collaborate with the ACS Office of Shared Response on necessary measures to assure adequate response and oversight.
* Oversee and monitor the creation and implementation of a therapeutic program milieu by integrating trauma-informed practices, Youth and Family Development, Improved Outcomes for Children, Preparing Youth for Adulthood, Case Management, The Sanctuary Model, the Missouri Approach, and other models that focus on quality services for youth and family.
* Promote permanent connections, including reunification, foster boarding home placement, adoption and alternative permanent living arrangements.
* Directly supervise Social Services Team of Social Worker, Case Planner, Permanency Worker, Behavior Specialist, Psychiatrist and Psychologist and other specialists.
* Oversee and monitor consistent and continuous service planning and care to best meet individualized identified needs of youth and family.
* Oversee that mandated paperwork and recordkeeping remains in compliance with ACS, OCFS and GSS Program Evaluation and Planning Dept.
* Assist with stabilization, respite and crisis management and provide on-call services throughout the evenings and weekends, when necessary.
* Directly supervise the Site Director and collaborate closely with him/her to ensure a safe, functional treatment milieu.
* Facilitate rich and robust program team, treatment team meetings and other relevant meetings to assure integration of social services within the overall therapeutic milieu.
* Provide ongoing support to the Social Services team, the Site Director and the Residential Life Supervisors regarding systemic, case work and clinical issues.
* Collaborate closely with Division Director and Residential Leadership team to ensure close communication and collaboration between all disciplines within the team.
* Meet regularly with Division Director and Residential Leadership team to ensure overall effectiveness, integration and integrity of Residential Services delivery and around intake issues and decisions.
* Participate in periodic assessment of Social Services and overall program for purposes of program planning and development.
* Work in conjunction with the Division Director, Residential Leadership and Division Director of Health Services to update all agency policies to ensure compliance with state and local directives, and to maximize utilization of Medicaid managed care mechanisms.
* Participate with Program Evaluation and Planning Department (PEP) in fulfillment of the program evaluations processes, including documentation/collection, development and monitoring of program data in Connections and outcomes.
* Lead the implementation of the Missouri Approach within the program and collaborate closely with the Senior MYSI Consultant.
* Lead the implementation of the Sanctuary Model of trauma-informed practice within the Residential programs.
* Encourage and advance the use of the Sanctuary Model tools: safety plans, community meetings, psycho educational groups, team meetings, red flag reviews, treatment planning conferences (or similar), and self-care in the program to create a non-violent and trauma sensitive culture.
* Promote and model the seven Sanctuary Model commitments to create a non-violent and trauma sensitive culture.
* Integrate the Sanctuary Model SELF (Safety, Emotional Management, Loss and Future) framework into the daily practice to ensure quality care and an effective work environment
* Utilize Sanctuary Model principals in the supervisory practice.
* Perform other duties as assigned.

Program Director Qualifications:

* LMSW or equivalent credentials required. LCSW strongly preferred. Significant experience in child welfare working with youth in residential setting and their families.
* Minimum of 5 years supervisory experience with exceptional managerial skills.
* Seminar in Field Instruction (SIFI) preferred.
* Bilingual English/Spanish preferred.
* Excellent interpersonal, communication and writing skills required.
* Exceptional organizational skills with a key attention to detail required.
* Must be a team player with strong people skills that promote a collaborative work environment.
* Must have a strong working knowledge of standards of practice within ACS and OCFS child welfare system.
* Must have strong expertise in CNNX (Connections) and other industry supported tracking systems.
* Computer proficiency, particularly with MS Office.
* Proficiency in managing multiple priorities and achieving project deadlines, while maintaining flexibility and adjusting priorities as needed.
* Must have a commitment to work from a trauma-informed, strength-based and youth and family development perspective.
* Ability to complete and maintain certification in the program's chosen behavior management/de-escalation method.
* Ability to use public transportation to travel throughout New York City.
